The heat these days is on another level and with the epileptic power supply,

Air conditioned clothing is a term for clothing that actively cools down the wearer. It has primarily been used by workers in areas where air conditioning systems cannot be easily installed, such as tunnels and underground construction sites.

 It does not operate by actually cooling down the air, as a room AC unit does, Instead it increases the natural body cooling of the wearer by blowing air and sometimes water vapor around the body, decreasing skin temperature by the evaporation of sweat and vapor. In simple terms, it has fans that drive fresh, cooling air flow all over your body.

If you are thinking you still need electricity for it to function, you are wrong because it is powered by simple household batteries in a control box, you just need to connect the fans to the back of the shirt, and then hook up the cable.
